Narrative:

Aircraft log showed a history of fuel leaks from vent system on ground. Prior to departure, fuel spilled from right wing vent and maintenance was performed. After takeoff, fuel was noted to be leaking once again. We had the pilot jumpseat rider observe the leak and report to the flight deck. The cockpit operating manual procedure 2.28.10 was followed and leak could not be stopped while in climb or cruise. After consulting with both maintenance control and dispatch, the flight was diverted to buf and an emergency was declared approximately 1600 pounds of fuel was leaked while airborne.

Title: DIVERSION TO ALTERNATE MANDATED BY FUEL LEAKING FROM VENT SYS ON ACR MLG.

Narrative: ACFT LOG SHOWED A HISTORY OF FUEL LEAKS FROM VENT SYS ON GND. PRIOR TO DEP, FUEL SPILLED FROM R WING VENT AND MAINT WAS PERFORMED. AFTER TKOF, FUEL WAS NOTED TO BE LEAKING ONCE AGAIN. WE HAD THE PLT JUMPSEAT RIDER OBSERVE THE LEAK AND RPT TO THE FLT DECK. THE COCKPIT OPERATING MANUAL PROC 2.28.10 WAS FOLLOWED AND LEAK COULD NOT BE STOPPED WHILE IN CLB OR CRUISE. AFTER CONSULTING WITH BOTH MAINT CTL AND DISPATCH, THE FLT WAS DIVERTED TO BUF AND AN EMER WAS DECLARED APPROX 1600 LBS OF FUEL WAS LEAKED WHILE AIRBORNE.
