At approximately XA50Z, flight from bwi to lax diverted into stl because of a shattered first officer (outer panel) windshield. Reviewed abnormal procedures in pilot handbook and determined that the windshield was completely shattered. A landing in stl was necessary. A crew of 7 (2 pilots and 5 flight attendants) and 123 passenger were on board. Landing weight was 200300 pounds and entered an overweight landing in logbook (landing weight 198000 pounds).
