Narrative:
Established on localizer for runway 19R at dulles international advised by approach that some glider activity was reported around the frederick, md airport. At about the 30 DME from aml VOR spotted glider at 12 O'clock and approximately 200 ft below my altitude moving west and it appeared it was climbing. I did an immediate left turn to avoid the glider and advised ATC. They replied that this happens quite regularly in the spring and summer and they have complained to whomever. He did not show on radar and had no radio. This airspace is not classified as class B (being too far out, but is in the direct approach course to iad).
