Narrative:

Indy approach cleared up for a visual approach to runway 23R with the restr to maintain 3000 ft till on final for noise abatement. When the gear was lowered the nosewheel light did not illuminate green. First officer was flying the aircraft and I worked with the engineer for about 45 seconds. When I looked back I realized the first officer had descended to about 2300 ft on base leg before turning final. We were all pretty fatigued as it was XA15 domicile time and the end of the a duty day.

Title: APCH BELOW ALT RESTR IN NOISE SENSITIVE AREA.

Narrative: INDY APCH CLRED UP FOR A VISUAL APCH TO RWY 23R WITH THE RESTR TO MAINTAIN 3000 FT TILL ON FINAL FOR NOISE ABATEMENT.
