Narrative:
The lear landed on runway 17. The cessna was holding short of an intersection more than 1/2 way down the runway, I thought the cessna was at the approach end. Once the lear crossed the landing threshold, I put the cessna in position. The cessna pulled out on the runway in front of the lear. My cabin coordinator spotted it. I asked the lear to hold short of taxiway K4 which he did, I then cleared the cessna for takeoff. At the time I had lce and lcw combined when it was too busy and should have had 2 local controllers. Our procedures state the ground needs to either verbally coordinate or write on the strip to inform local of intersection departure. Ground control informed me in writing only. I would recommend that it be coordinated both verbally and in writing. Also, there is a letter to airman stating that ground is not responsible for separation on taxiway K because of the lack of visibility from the tower. I would recommend that intersection departures from K intxns be discontinued due to the lack of visibility and the letter to airman.

Title: LR25 LANDED ON OCCUPIED RWY HAD LTSS FROM C185 IN POS AT INTXN. SYS ERROR.

I ASKED THE LEAR TO HOLD SHORT OF TXWY K4 WHICH HE DID, I THEN CLRED THE CESSNA FOR TKOF. AT THE TIME I HAD LCE AND LCW COMBINED WHEN IT WAS TOO BUSY AND SHOULD HAVE HAD 2 LCL CTLRS. OUR PROCS STATE THE GND NEEDS TO EITHER VERBALLY COORDINATE OR WRITE ON THE STRIP TO INFORM LCL OF INTXN DEP. GND CTL INFORMED ME IN WRITING ONLY. I WOULD RECOMMEND THAT IT BE COORDINATED BOTH VERBALLY AND IN WRITING. ALSO, THERE IS A LETTER TO AIRMAN STATING THAT GND IS NOT RESPONSIBLE FOR SEPARATION ON TXWY K BECAUSE OF THE LACK OF VISIBILITY FROM THE TWR. I WOULD RECOMMEND THAT INTXN DEPS FROM K INTXNS BE DISCONTINUED DUE TO THE LACK OF VISIBILITY AND THE LETTER TO AIRMAN.
