Narrative:
I flew a beechcraft baron (be-55) into mexico (san felipe) on jun/sun/95 I lost my original medical certificate. When I landed in calexico, ca, I gave united states customs a copy of my medical certificate which I had in my flight bag. The customs person said a copy was no good. I explained that I had just lost my medical certificate and she said violation and civil administrative penalty per 19 crash fire rescue equipment 122.27 (C) 19 crash fire rescue equipment 122.161. Callback conversation with reporter revealed the following: reporter, a private pilot, was carrying a copy of the medical certificate. The fine for not having the 'original' medical certificate was set at $10000.00. It has since been reduced to $100.00. (Reporter argued by letter regarding wording of applicable far and customs guide -- the word 'original' is missing).

Title: UNITED STATES CUSTOMS BORDER XING OFFICER PENALIZED A PVT FLYER FOR NOT HAVING ORIGINAL MEDICAL CERTIFICATE IN POSSESSION, DURING INSPECTION.
Narrative: I FLEW A BEECHCRAFT BARON (BE-55) INTO MEXICO (SAN FELIPE) ON JUN/SUN/95 I LOST MY ORIGINAL MEDICAL CERTIFICATE.
