Narrative:

When we arrived in stl, aircraft was to return to iln. Plans changed and company call had said we were staying in stl, at which time the first officer stated he did not bring his bag. Also, when he needed money, stated he left wallet in bag at iln. I asked if he had certificate/medical, he said no, it was in iln. I called the company and got temporary so we could fly after layover with FAA exemption. (Problem: flight with first officer not in possession of certificate/medical.)
