Narrative:

I was supposed to cross cutta intersection at 10000 ft, I crossed at 10700 ft. I was originally on profile to make crossing restr (with no problems), but halfway down, ATC asked us to slow up, which made the restr dicey. I knew that intrinsically, but didn't speak up. I was very tired, 14 hour duty day, and had been riding '30 in 7' all month to get my time in so I could go off on vacation. Captain was off frequency getting ATIS when I was switched from ZOB to pit approach. I told approach we were leveling 10000 ft. They asked if we were descending through 10700 ft and I said yes (we were .4 DME past cutta intersection, doing 4000 FPM descent).

Title: ALTDEV XING RESTR NOT MET.

Narrative: I WAS SUPPOSED TO CROSS CUTTA INTXN AT 10000 FT, I CROSSED AT 10700 FT. I WAS ORIGINALLY ON PROFILE TO MAKE XING RESTR (WITH NO PROBS), BUT HALFWAY DOWN, ATC ASKED US TO SLOW UP, WHICH MADE THE RESTR DICEY. I KNEW THAT INTRINSICALLY, BUT DIDN'T SPEAK UP. I WAS VERY TIRED, 14 HR DUTY DAY, AND HAD BEEN RIDING '30 IN 7' ALL MONTH TO GET MY TIME IN SO I COULD GO OFF ON VACATION. CAPT WAS OFF FREQ GETTING ATIS WHEN I WAS SWITCHED FROM ZOB TO PIT APCH. I TOLD APCH WE WERE LEVELING 10000 FT. THEY ASKED IF WE WERE DSNDING THROUGH 10700 FT AND I SAID YES (WE WERE .4 DME PAST CUTTA INTXN, DOING 4000 FPM DSCNT).
