Narrative:
Filed flight plan with FSS. In remarks I explained it was an IFR training flight and was routing needles - prescott - scottsdale and was intending to do an ILS at prescott and go missed approach and continue for scottsdale. In the air I was in contact with ZLA who cleared me as filed. When I arrived over drake VOR at 11000 ft I started the ILS approach going outbound for the procedure turn to establish, and I began a descent down to 10000 ft without clearance. ZAB was not aware of my intentions and had not cleared me for the approach. I contacted prescott tower and went missed approach back to drake VOR and continued for scottsdale. The cause was my belief that because I had filed for the ILS approach that the information had been passed on to ZAB. I assumed they knew my intentions and proceeded without clearance for the approach (descending without clearance). Also it was a lack of awareness on my part that I had not been cleared. No traffic conflicts or near misses occurred. Callback conversation with reporter revealed the following information: reporter states that he was asked to contact ATC after landing. He did and was given a review of procedures. ATC indicated no report would be filed. Reporter says he did get a handoff to ZAB and waited for his clearance for the approach. Receiving none, he just proceeded to make the approach. Says it was a case of miscom. Analyst probed to determine if he had had any discussion with other flight instructors which indeed he had. He now knows proper procedures and claims this will never happen again. This was his first cross country instrument flight as an instructor and he was quite nervous. Aircraft was a C172.

Narrative: FILED FLT PLAN WITH FSS. ATC INDICATED NO RPT WOULD BE FILED. RPTR SAYS HE DID GET A HDOF TO ZAB AND WAITED FOR HIS CLRNC FOR THE APCH. RECEIVING NONE, HE JUST PROCEEDED TO MAKE THE APCH. SAYS IT WAS A CASE OF MISCOM. ANALYST PROBED TO DETERMINE IF HE HAD HAD ANY DISCUSSION WITH OTHER FLT INSTRUCTORS WHICH INDEED HE HAD. HE NOW KNOWS PROPER PROCS AND CLAIMS THIS WILL NEVER HAPPEN AGAIN. THIS WAS HIS FIRST XCOUNTRY INST FLT AS AN INSTRUCTOR AND HE WAS QUITE NERVOUS. ACFT WAS A C172.
