Narrative:

The northerly departure from nausta roosevelt roads crosses several rtes including route 6 and VFR traffic from both st thomas and vieques all pass north of field at 1000-2000 ft. Departures from roosey are high performance and must pass through this corridor and are generally extremely cautious and aware of high density civilian traffic just off primary runway. Shortly after checking off tjnr tower frequency, the flight of 2 at approximately 1300 ft were joining on the lead aircraft which was at 400 ft from a position of 1/2 mi in trail with the lead in between. During the rendezvous aircraft #2 was looking forward, left and down. Although there was a passenger in the rear seat (military) he was also looking in the same direction. Aircraft #2 was looking down and forward and saw the civilian traffic at about the same time aircraft #2 did and was unable to transmit prior to passing in front of aircraft. Aircraft #2 first saw the civilian aircraft, a high wing commuter propeller aircraft, when looking up for traffic. The civilian aircraft was crossing right to left at position previously indicated. No action was taken due to proximity and crossing rate once collision was avoided. This situation has existed for quite some time with traffic on route 6 and VFR flts from vieques to fajardo crossing the end of naval station roosevelt roads runway. Although we brief VFR lookout prior to every flight, occasionally a 'set-up' occurs. I agree section lookout could have been better and looked up just for that reason. However, water and islands often hide smaller aircraft and finding them is difficult in any case.

Title: MIL FLT OF 2 HAS NMAC WITH COMMUTER ACFT.

Narrative: THE NORTHERLY DEP FROM NAUSTA ROOSEVELT ROADS CROSSES SEVERAL RTES INCLUDING RTE 6 AND VFR TFC FROM BOTH ST THOMAS AND VIEQUES ALL PASS N OF FIELD AT 1000-2000 FT. DEPS FROM ROOSEY ARE HIGH PERFORMANCE AND MUST PASS THROUGH THIS CORRIDOR AND ARE GENERALLY EXTREMELY CAUTIOUS AND AWARE OF HIGH DENSITY CIVILIAN TFC JUST OFF PRIMARY RWY. SHORTLY AFTER CHKING OFF TJNR TWR FREQ, THE FLT OF 2 AT APPROX 1300 FT WERE JOINING ON THE LEAD ACFT WHICH WAS AT 400 FT FROM A POS OF 1/2 MI IN TRAIL WITH THE LEAD IN BTWN. DURING THE RENDEZVOUS ACFT #2 WAS LOOKING FORWARD, L AND DOWN. ALTHOUGH THERE WAS A PAX IN THE REAR SEAT (MIL) HE WAS ALSO LOOKING IN THE SAME DIRECTION. ACFT #2 WAS LOOKING DOWN AND FORWARD AND SAW THE CIVILIAN TFC AT ABOUT THE SAME TIME ACFT #2 DID AND WAS UNABLE TO XMIT PRIOR TO PASSING IN FRONT OF ACFT. ACFT #2 FIRST SAW THE CIVILIAN ACFT, A HIGH WING COMMUTER PROP ACFT, WHEN LOOKING UP FOR TFC. THE CIVILIAN ACFT WAS XING R TO L AT POS PREVIOUSLY INDICATED. NO ACTION WAS TAKEN DUE TO PROX AND XING RATE ONCE COLLISION WAS AVOIDED. THIS SIT HAS EXISTED FOR QUITE SOME TIME WITH TFC ON RTE 6 AND VFR FLTS FROM VIEQUES TO FAJARDO XING THE END OF NAVAL STATION ROOSEVELT ROADS RWY. ALTHOUGH WE BRIEF VFR LOOKOUT PRIOR TO EVERY FLT, OCCASIONALLY A 'SET-UP' OCCURS. I AGREE SECTION LOOKOUT COULD HAVE BEEN BETTER AND LOOKED UP JUST FOR THAT REASON. HOWEVER, WATER AND ISLANDS OFTEN HIDE SMALLER ACFT AND FINDING THEM IS DIFFICULT IN ANY CASE.
