Narrative:
Was instructed to cross somto intersection at 13000 ft, first officer's leg. He programmed the crossing the flight mode annunciator and pfd indicated it would cross somto at 13000 ft. Approximately 3 mi from somto we both noticed there was no way we would cross somto at 13000 ft. I called ATC telling him we would make our best effort to cross although we were only able to get down to below 15000 ft crossing somto. A number of other duties and distractions contributed to the miss of this crossing.

Title: MLG FLC FAILED TO MEET XING RESTR.
Narrative: WAS INSTRUCTED TO CROSS SOMTO INTXN AT 13000 FT, FO'S LEG. HE PROGRAMMED THE XING THE FLT MODE ANNUNCIATOR AND PFD INDICATED IT WOULD CROSS SOMTO AT 13000 FT. APPROX 3 MI FROM SOMTO WE BOTH NOTICED THERE WAS NO WAY WE WOULD CROSS SOMTO AT 13000 FT. I CALLED ATC TELLING HIM WE WOULD MAKE OUR BEST EFFORT TO CROSS ALTHOUGH WE WERE ONLY ABLE TO GET DOWN TO BELOW 15000 FT XING SOMTO.
