Narrative:
On departure mco climbing to 8100 ft turning to 090 degrees had TCASII RA. Traffic was 1-2 mi (on snm scale). At 1-2 O'clock TCASII commanded 2000 FPM vertical descent. RA resolved at 7100 ft MSL. Later conversation with mco departure citation was cleared to 9000 ft, had us in visual contact, then on his own no clearance continued descent to 7000 ft which in turn set off TCASII RA.
