Narrative:
On final approach to phx we experienced a split flap condition which necessitated a go around. We were vectored onto crosswind and told to maintain 4000 ft. I was on the PA explaining the situation to the passenger. While I was off frequency, the first officer decided to turn downwind to stay near the field. Regrettably, we did not notify ATC of the turn and this caused a problem with a departing experimental light aircraft. The controller vectored us around him, we sorted out the problem with the flaps and made an uneventful emergency landing.

Title: MLG HAS SPLIT FLAPS ON APCH TO LAND.
Narrative: ON FINAL APCH TO PHX WE EXPERIENCED A SPLIT FLAP CONDITION WHICH NECESSITATED A GAR. WE WERE VECTORED ONTO XWIND AND TOLD TO MAINTAIN 4000 FT. I WAS ON THE PA EXPLAINING THE SIT TO THE PAX. WHILE I WAS OFF FREQ, THE FO DECIDED TO TURN DOWNWIND TO STAY NEAR THE FIELD. REGRETTABLY, WE DID NOT NOTIFY ATC OF THE TURN AND THIS CAUSED A PROB WITH A DEPARTING EXPERIMENTAL LIGHT ACFT. THE CTLR VECTORED US AROUND HIM, WE SORTED OUT THE PROB WITH THE FLAPS AND MADE AN UNEVENTFUL EMER LNDG.
