Narrative:
Right engine shut down in flight. Descended in IMC from FL220 to 16000 ft. Level at 16000 ft for approximately 4 mins before engine shut down. Engine shutdown procedures accomplished and secured. MEA weight restrs complied with, but aircraft would not maintain altitude. Found temperature at MEA was 12 degrees C warmer than forecast. We then descended to next MEA of 13000 ft, aircraft would still not maintain altitude, so we descended to MOCA. Only serious problem was the large difference in actual and forecast temperatures at altitude. Aircraft would maintain altitude corrected for the weight and temperature. Main concern was the requirement to descend to next MEA before being cleared by ATC. He was very busy with other traffic and we were descending through 14900 ft before being cleared to 13000 ft. We did not declare an emergency.

Title: FLC WAS UNABLE TO MAINTAIN ASSIGNED ALT DUE TO ENG FAILURE. THE COMPANY LOADED THE ACFT TO A WT THAT THE ACFT WOULD MAINTAIN THE REQUIRED ALT WITH AN ENG FAILURE.
