Narrative:
ATIS for ewr said runway 4L used for approach. Briefed, tuned, identify ILS runway 4L, WX was 300 ft overcast 2 mi, rain and fog. At 300 ft, we broke out and there was an airplane in position on the runway. We did the missed approach and the next landing was on runway 4R. We later learned that the landing runway was runway 4R. In retrospect: if we had said, 'is the landing runway 4L or 4R' this incident would not have happened. Also both runway 4L and 4R ILS frequency were operational at the same time. If runway 4L ILS were turned off, this incident would not have happened. On mar/xx/96 ATIS again reported landing runway 4L but was rescinded later to runway 4R. WX on mar/xx/96 was 500 ft overcast 3 mi rain and fog.

Title: FLC MADE ILS APCH TO PARALLEL RWY WHICH, RPTR SAYS, WAS GIVEN ON ATIS. WHEN BREAKING OUT AT LOW ALT AN ACFT WAS ON THE RWY SO A GAR WAS EXECUTED. RPTR SAYS THE SAME PROB OCCURRED A WK LATER -- WRONG RWY ON ATIS.
Narrative: ATIS FOR EWR SAID RWY 4L USED FOR APCH. BRIEFED, TUNED, IDENT ILS RWY 4L, WX WAS 300 FT OVCST 2 MI, RAIN AND FOG. AT 300 FT, WE BROKE OUT AND THERE WAS AN AIRPLANE IN POS ON THE RWY. WE DID THE MISSED APCH AND THE NEXT LNDG WAS ON RWY 4R. WE LATER LEARNED THAT THE LNDG RWY WAS RWY 4R. IN RETROSPECT: IF WE HAD SAID, 'IS THE LNDG RWY 4L OR 4R' THIS INCIDENT WOULD NOT HAVE HAPPENED.
