Narrative:
Over ccr VOR in VMC at 11000 ft and 280 KTS, a medium twin aircraft (white with a black stripe) passed about 500 ft in front and maybe 500 ft below, heading 120 degrees. No TCASII alert and the controller was very busy. We saw this aircraft at about 1 mi. No evasive action.

Title: A CAPT RPTS THAT TFC CAME WITHIN 500 FT VERTLY AND HORIZLY. THE FLC DID NOT RECEIVE A TCASII ALERT OR AN ADVISORY FROM ATC.
Narrative: OVER CCR VOR IN VMC AT 11000 FT AND 280 KTS, A MEDIUM TWIN ACFT (WHITE WITH A BLACK STRIPE) PASSED ABOUT 500 FT IN FRONT AND MAYBE 500 FT BELOW, HDG 120 DEGS. NO TCASII ALERT AND THE CTLR WAS VERY BUSY. WE SAW THIS ACFT AT ABOUT 1 MI. NO EVASIVE ACTION.
