Narrative:

While climbing through 11300 ft to comply with a 12000 ft crossing at sjc VOR, we received an RA on our TCASII. The RA was on an aircraft at 11600 ft, 10 to 11 O'clock. The first officer lowered the nose as the TCASII commanded. The RA aircraft, a cessna 210, was sighted at about 1 mi and seemed to be at the same altitude. I applied up elevator and passed over the cessna at the VOR 11800 ft, about 200 ft separation. When asked, ZOA said he was not communicating with the cessna and only had 1 'hit' just as our 2 targets passed.
