Narrative:

On departure from runway 19L at iad passing 8000 ft MSL, the forward lavatory smoke detector sounded. The flight attendant in charge informed us of a smoke or haze in the cabin accompanied by an oily/smoky smell. An emergency was declared and we immediately began a return to iad. All appropriate checklists were accomplished and an uneventful landing was performed on runway 12. Fire crews met us and accompanied us to the ramp for an interior cabin inspection. Maintenance inspection revealed an oily residue in the left air-conditioning duct system. The left pack was placarded inoperative and we continued on to cvg.

Title: AN ACR MLG HAD TO RETURN LAND WITH AN ACFT EQUIP PROB AIR CONDITIONING PACK FAILURE. EMER DECLARED.

Narrative: ON DEP FROM RWY 19L AT IAD PASSING 8000 FT MSL, THE FORWARD LAVATORY SMOKE DETECTOR SOUNDED. ALL APPROPRIATE CHKLISTS WERE ACCOMPLISHED AND AN UNEVENTFUL LNDG WAS PERFORMED ON RWY 12. FIRE CREWS MET US AND ACCOMPANIED US TO THE RAMP FOR AN INTERIOR CABIN INSPECTION. MAINT INSPECTION REVEALED AN OILY RESIDUE IN THE L AIR-CONDITIONING DUCT SYS. THE L PACK WAS PLACARDED INOP AND WE CONTINUED ON TO CVG.
