Narrative:
Aircraft positioned from hangar to gate by maintenance personnel. After takeoff upon raising the gear lever, we noticed a problem with gear indications. The gear and doors amber disagreement lights were illuminated. We requested from departure control a return for landing after having run the gear and door malfunction checklist. We did not request emergency equipment nor declare an emergency as gear indications returned to a normal status upon placing the gear handle down. The landing was uneventful. Maintenance personnel discovered all gear pins still installed. Suggestions to prevent reoccurrence. Replace gear pin streamers with international orange color and of sufficient length to not be missed. Require logbook entry for all gear pin installation and removal. Stress need to preflight entire gear assembly, not just lower extremities. Instruct push back crew to report streamers if noticed.

Title: RETURN AND LAND IN B757 AFTER CREW IS UNABLE TO RAISE GEAR. GEAR DOWN-LOCK PINS STILL IN PLACE.
Narrative: ACFT POSITIONED FROM HANGAR TO GATE BY MAINT PERSONNEL. AFTER TKOF UPON RAISING THE GEAR LEVER, WE NOTICED A PROB WITH GEAR INDICATIONS. THE GEAR AND DOORS AMBER DISAGREEMENT LIGHTS WERE ILLUMINATED. WE REQUESTED FROM DEP CTL A RETURN FOR LNDG AFTER HAVING RUN THE GEAR AND DOOR MALFUNCTION CHKLIST. WE DID NOT REQUEST EMER EQUIP NOR DECLARE AN EMER AS GEAR INDICATIONS RETURNED TO A NORMAL STATUS UPON PLACING THE GEAR HANDLE DOWN. THE LNDG WAS UNEVENTFUL. MAINT PERSONNEL DISCOVERED ALL GEAR PINS STILL INSTALLED. SUGGESTIONS TO PREVENT REOCCURRENCE. REPLACE GEAR PIN STREAMERS WITH INTL ORANGE COLOR AND OF SUFFICIENT LENGTH TO NOT BE MISSED.
