Narrative:

On arrival we were level at 12000 ft, within 20 mi northeast of mateo VOR. We were on a WX avoidance vector. We flew into some heavy rain. While in the heavy precipitation, we got a GPWS alert for terrain. We responded to the alert with positive rotation to the stick shaker with the throttles firewalled. Both the autoplt and autothrottles were disconnected during the procedure. We climbed to an altitude of approximately 14000 ft before the warning stopped. ATC requested we stop our climb, we were unable to comply due to the alert. We continued to mex and landed under normal conditions. In our debrief we checked our chart and spoke with ATC. Both ATC and our altimeters indicated we were level at 12000 ft. The highest terrain in the sector we were flying through was 10205 ft. After our debrief we concluded we may have had a false GPWS alert or a severe windshear.

Title: GPWS ALERT AND FLC RESPONSE IN ACCORD WITH AIRLINE OPERATIONAL PROC CREATES A NON ADHERENCE TO ATC CLRNC DURING THEIR EVASIVE ACTION CLB.

Narrative: ON ARR WE WERE LEVEL AT 12000 FT, WITHIN 20 MI NE OF MATEO VOR. WE WERE ON A WX AVOIDANCE VECTOR. WE FLEW INTO SOME HVY RAIN. WHILE IN THE HVY PRECIPITATION, WE GOT A GPWS ALERT FOR TERRAIN. WE RESPONDED TO THE ALERT WITH POSITIVE ROTATION TO THE STICK SHAKER WITH THE THROTTLES FIREWALLED. BOTH THE AUTOPLT AND AUTOTHROTTLES WERE DISCONNECTED DURING THE PROC. WE CLBED TO AN ALT OF APPROX 14000 FT BEFORE THE WARNING STOPPED. ATC REQUESTED WE STOP OUR CLB, WE WERE UNABLE TO COMPLY DUE TO THE ALERT. WE CONTINUED TO MEX AND LANDED UNDER NORMAL CONDITIONS. IN OUR DEBRIEF WE CHKED OUR CHART AND SPOKE WITH ATC. BOTH ATC AND OUR ALTIMETERS INDICATED WE WERE LEVEL AT 12000 FT. THE HIGHEST TERRAIN IN THE SECTOR WE WERE FLYING THROUGH WAS 10205 FT. AFTER OUR DEBRIEF WE CONCLUDED WE MAY HAVE HAD A FALSE GPWS ALERT OR A SEVERE WINDSHEAR.
