Narrative:
I was the PNF conducting descent checklists and approach briefing. We were over fim VOR and cleared for the ILS runway 25 approach to oxr. An MDA of 4000 ft is called for during the feeder route segment on the 112 degree radial from fim. At localizer intercept an MDA of 3600 ft is mandated. Approximately 2 mi from the localizer intercept the PF descended through the MDA of 4000 ft. At 3700 ft ATC alerted us about our altitude. I looked up from the approach plate to see the PF leveling off at 3600 ft. Immediate climb to 4000 ft was commenced. Normal altitude callouts were initiated prior to the excursion, however, the PNF (me) should have been more alert to the aircraft flight path at this low altitude. The approach plate should have been consulted and briefed before our approach began.

IMMEDIATE CLB TO 4000 FT WAS COMMENCED. NORMAL ALT CALLOUTS WERE INITIATED PRIOR TO THE EXCURSION, HOWEVER, THE PNF (ME) SHOULD HAVE BEEN MORE ALERT TO THE ACFT FLT PATH AT THIS LOW ALT. THE APCH PLATE SHOULD HAVE BEEN CONSULTED AND BRIEFED BEFORE OUR APCH BEGAN.
