Narrative:

On nov/xx/96 at approximately XA35Z severe turbulence and windshear were encountered which resulted in partial loss of control of the aircraft and loss of altitude of approximately 2000 ft. This situation resulted from a SID out of mmu en route to iad. WX at the time was a broken deck of clouds out of mmu at approximately 1700 ft, tops at 2400 ft. A higher overcast layer of clouds was estimated at FL300. A SID was made with radar vectors to parke intersection at an assigned altitude of 14000 ft. On departure, wind direction velocity was noted at 7000 ft of being 210 degrees at 63 KTS. At 12000 ft wind was 238 degrees at 74 KTS, light to occasionally moderate turbulence was encountered on climb out. Reaching 14000 ft at parke, severe turbulence and windshear were encountered. Wind direction and speed at that time was 248 degrees at 132 KTS. The aircraft began a descent and turned to the left which was uncontrollable with aileron and elevator. We requested from center a descent clearance. At one point there was a 50 KT fluctuation in airspeed noticed. The rapid descent was stopped at approximately 11700 ft. Center had eventually cleared us to 12000 ft. We climbed back to 12000 ft as assigned altitude and encountered light to moderate chop. We continued our trip uneventfully and contacted ZNY by phone to report the incident.
