Narrative:

While cruising at FL330 ZDC issued us cross 45 mi west of ric at 10000 ft. The crew cannot recall center giving an altimeter setting. Prior to leaving FL330 the so transcribed the ATIS onto the landing data card including a 30.07 altimeter. We advised leaving FL330 for 10000 ft to ZDC. Passing FL180 altimeters of 30.07 were set. The aircraft was leveled at 10000 ft. ZDC handed us off to ric approach who gave us a vector lower altitude, and a 30.67 altimeter. The first officer queried the altimeter setting as it was not the 30.07 we expected. Shortly after this exchange ric approach asked if we were given a crossing restr at 45 mi by center. Not quite understanding we asked the controller to say again. He did not raise the question again. Approach and landing at ric were uneventful. After discussing our misunderstanding of the altimeter setting the so advised us that the ATIS frequency for ric (119.15) has a large amount of bleed-over from ZTL. Not clarifying the altimeter setting when cleared to 10000 ft and the poor ATIS reception, led to our altitude deviation.

Narrative: WHILE CRUISING AT FL330 ZDC ISSUED US CROSS 45 MI W OF RIC AT 10000 FT. THE CREW CANNOT RECALL CTR GIVING AN ALTIMETER SETTING. THE ACFT WAS LEVELED AT 10000 FT. ZDC HANDED US OFF TO RIC APCH WHO GAVE US A VECTOR LOWER ALT, AND A 30.67 ALTIMETER. THE FO QUERIED THE ALTIMETER SETTING AS IT WAS NOT THE 30.07 WE EXPECTED. SHORTLY AFTER THIS EXCHANGE RIC APCH ASKED IF WE WERE GIVEN A XING RESTR AT 45 MI BY CTR. NOT QUITE UNDERSTANDING WE ASKED THE CTLR TO SAY AGAIN. HE DID NOT RAISE THE QUESTION AGAIN. APCH AND LNDG AT RIC WERE UNEVENTFUL. AFTER DISCUSSING OUR MISUNDERSTANDING OF THE ALTIMETER SETTING THE SO ADVISED US THAT THE ATIS FREQ FOR RIC (119.15) HAS A LARGE AMOUNT OF BLEED-OVER FROM ZTL. NOT CLARIFYING THE ALTIMETER SETTING WHEN CLRED TO 10000 FT AND THE POOR ATIS RECEPTION, LED TO OUR ALTDEV.
