Narrative:

Clearance was to cross 11 mi west of ftz VOR at 15000 ft. I was at 22000 ft, descent was pilot discretion. I had planned my descent, so as to cross 11 mi west of ftz at 15000 ft. My VOR receiver #1 was on ftz VOR. The #2 VOR was on stl. About 20 mi west of ftz, the controller advised me to start my descent now. I realized I could not make the crossing and so advised center. I started my descent immediately and was then cleared to 17000 ft. The problem was caused by my inattention. I was using the #2 VOR for my descent planning instead of the #1 VOR. A very basic mistake caused by a lack of concentration.
