Narrative:

Preflted plane in accordance with type prechk list. Did not notice gear handle was in up position. On rollout, gear went up as soon as plane lifted up and then dipped. I did not hear any noise. It was at this point I realized handle was in gear up position. Flew my mission to port charlotte airport, punta gorda, fl, half hour flight. Landed, and at engine cutoff, I noticed the tips of the propellers were curled. I later learned a mechanic was testing the gear horn (which was very low) on the ground and be inadvertently left the gear handle up. I am now including the position of the gear handle in my flight check.

Title: PIPER TURBO ARROW HAS GEAR RETRACT AND PROP STRIKE ON TKOF. RPTR CLAIMS THE ACFT CHKLIST DOES NOT REQUIRE CHKING THE LNDG GEAR HANDLE POS DURING PREFLT.

Narrative: PREFLTED PLANE IN ACCORDANCE WITH TYPE PRECHK LIST. DID NOT NOTICE GEAR HANDLE WAS IN UP POS. ON ROLLOUT, GEAR WENT UP AS SOON AS PLANE LIFTED UP AND THEN DIPPED. I DID NOT HEAR ANY NOISE. IT WAS AT THIS POINT I REALIZED HANDLE WAS IN GEAR UP POS. FLEW MY MISSION TO PORT CHARLOTTE ARPT, PUNTA GORDA, FL, HALF HR FLT. LANDED, AND AT ENG CUTOFF, I NOTICED THE TIPS OF THE PROPS WERE CURLED. I LATER LEARNED A MECH WAS TESTING THE GEAR HORN (WHICH WAS VERY LOW) ON THE GND AND BE INADVERTENTLY LEFT THE GEAR HANDLE UP. I AM NOW INCLUDING THE POS OF THE GEAR HANDLE IN MY FLT CHK.
