Narrative:
1/2 way to fra from dtw, an algerian passenger attacked female passenger in cabin. Fighting ensued with passenger flight attendants and so, algerian was finally handcuffed, tied, belted and taped and moved to rear galley floor. Military, mp, passenger assisted with controling continuous violent outbursts for remainder (3.5 hours) of flight. Landed fra with passenger on rear galley floor. Our handcuffs are plastic wire tie wraps and the perpetrator cut his wrists from his thrashing about. Electrical tape was put on wrists before cutting wire ties off. Perpetrator was on united states 30 day visa which had expired in nov/96. Suspect he was a deportee. A knife was found wrapped in a napkin and placed down between seat cushion and arm rest. Also a 2/3 empty bottle of vodka taken from another passenger was found. Vodka was purchased at duty free. Fra police removed perpetrator. Approximately 4 hours later, perpetrator was released and continued to algeria! Recommendations: violence is increasing worldwide. Airline operation is at red line with high load factors and minimum personnel. 1) more personnel -- including in-flight bouncer type. 2) arrange to have perpetrator arrested, charged, punished, etc. 3) more equipment on aircraft to deal with violence, ie, better and more handcuffs, leg restraints, duct tape, stun gun, pepper spray for example. 4) better communication equipment (ie, satcom). HF phone patch is poor and very time consuming. 5) sell alcohol at conclusion of flight rather than departure. 6) advise airline and crews when deportee is aboard or similar type individual, who should be escorted. (This perpetrator's only english was 'whore' while choking various females and 'go to africa' when fighting with so. I think he wanted to hijack to algeria and drank too much courage so that we were able to overpwr him.) lessons: in the future, I intend to treat all violence on board as a potential hijacking, squawking 7500, and land at nearest suitable. Then the perpetrator may be dealt with properly, maybe! In this case, the situation was contained and the 281 passenger went to fra, mission complete. ATC in europe was helpful. We advised of cabin problem and were given direct to fra airport and put ahead of 8 aircraft in stack waiting for CAT ii approach. So I was getting what was needed and didn't declare emergency exactly. Next time I intend to declare emergency status.

I THINK HE WANTED TO HIJACK TO ALGERIA AND DRANK TOO MUCH COURAGE SO THAT WE WERE ABLE TO OVERPWR HIM.) LESSONS: IN THE FUTURE, I INTEND TO TREAT ALL VIOLENCE ON BOARD AS A POTENTIAL HIJACKING, SQUAWKING 7500, AND LAND AT NEAREST SUITABLE. THEN THE PERPETRATOR MAY BE DEALT WITH PROPERLY, MAYBE!
