Narrative:

On the mizar 2 arrival into dtw at 25 mi north of dqn at assigned altitude of FL270, TCASII suddenly advised 'traffic,' and noticed a yellow target barely on left of screen. Immediately it went to 'climb' mode with a 2000 ft climb (green) indicated. I disengaged autoplt and advanced power levers at the same time. At the same time we looked out the left window and saw the other aircraft at our altitude and passing slightly below us as I climbed. We (captain) reported a TCASII climb to FL283. Controller was working numerous aircraft and mentioned at this time he was non radar and thanked us. No injuries to anybody. Captain mentioned on radio that it would have been a 'bulls- eye.' other aircraft reaffirmed that.

IMMEDIATELY IT WENT TO 'CLB' MODE WITH A 2000 FT CLB (GREEN) INDICATED. I DISENGAGED AUTOPLT AND ADVANCED PWR LEVERS AT THE SAME TIME. AT THE SAME TIME WE LOOKED OUT THE L WINDOW AND SAW THE OTHER ACFT AT OUR ALT AND PASSING SLIGHTLY BELOW US AS I CLBED. WE (CAPT) RPTED A TCASII CLB TO FL283. CTLR WAS WORKING NUMEROUS ACFT AND MENTIONED AT THIS TIME HE WAS NON RADAR AND THANKED US. NO INJURIES TO ANYBODY. CAPT MENTIONED ON RADIO THAT IT WOULD HAVE BEEN A 'BULLS- EYE.'
