Narrative:
PA60 inbound from the south IFR (on visual approach) was instructed to report 3 mi out on left base runway 28. Approximately 5-6 mins later, I observed an aircraft on a 1/2 mi final runway 28. I verified it was the PA60 and cleared him to land. He landed without incident. When I told him to contact ground he said he was sorry he missed his report. With radar I could have seen him before he ever got that close.

Title: PLT OF CARGO PA60 MISSED GIVING 3 MI L BASE RPT AS DIRECTED BY RPTR. RPTR OBSERVED ACFT ON ONE HALF MI FINAL AND ISSUED LNDG CLRNC. RPTR CLAIMS THAT WITH RADAR, ACFT COULD HAVE BEEN SEEN BEFORE IT GOT THAT CLOSE.
