Narrative:

Upon takeoff from san juan, puerto rico at XX45Z and approximately passing through 3000 ft and heading 028 degrees to heading 350 degrees at 5000 ft complying with my clearance from ATC, we ran into a cessna caravan aircraft. The caravan had taken off before we were cleared for takeoff. Shortly after takeoff we observed a TCASII RA. It appears that the cessna caravan was not complying with the clearance issued by san juan ATC. The caravan was cleared to isua intersection at 10 DME on the 097 degree radial from the sju VOR. The cessna caravan had turned to the left which could have caused an accident.
