Narrative:
Assigned runway heading (298 degrees) to 5000 ft. Took off normally. At approximately 1000 ft AGL, msp tower commanded 'fly heading 300 degrees' and simultaneously we got a TCASII RA, 'monitor vertical speed.' PF (captain/reporter) noted green climb arc between approximately 2500-4000 FPM and responded appropriately. First officer was unable to acquire target visually and informed tower flight was in TCASII RA maneuver. Msp tower then stated there was a queen air departed from runway 29R. Resolution was complete within approximately 10 seconds. First officer then acquired traffic at approximately 2:30 O'clock position and slightly low. Msp departure control told us upon our query that tower had been using visual separation, but we were never given a TA on takeoff clearance.
Original NASA ASRS Text
Title: FLC OF AN LGT TOOK EVASIVE ACTION CLB IN RESPONSE TO A TCASII RA AND THE FACT THAT THE TWR TA HAD NOT BEEN SIGHTED.
Narrative: ASSIGNED RWY HDG (298 DEGS) TO 5000 FT. TOOK OFF NORMALLY. AT APPROX 1000 FT AGL, MSP TWR COMMANDED 'FLY HDG 300 DEGS' AND SIMULTANEOUSLY WE GOT A TCASII RA, 'MONITOR VERT SPD.' PF (CAPT/RPTR) NOTED GREEN CLB ARC BTWN APPROX 2500-4000 FPM AND RESPONDED APPROPRIATELY. FO WAS UNABLE TO ACQUIRE TARGET VISUALLY AND INFORMED TWR FLT WAS IN TCASII RA MANEUVER. MSP TWR THEN STATED THERE WAS A QUEEN AIR DEPARTED FROM RWY 29R. RESOLUTION WAS COMPLETE WITHIN APPROX 10 SECONDS. FO THEN ACQUIRED TFC AT APPROX 2:30 O'CLOCK POS AND SLIGHTLY LOW. MSP DEP CTL TOLD US UPON OUR QUERY THAT TWR HAD BEEN USING VISUAL SEPARATION, BUT WE WERE NEVER GIVEN A TA ON TKOF CLRNC.
