Narrative:
On descent for a visual approach runway 16L. We had just been given a clearance for visual approach by jackson approach control (no TA's given). Over allen NDB (FAF runway 16L), we received a TCASII advisory followed almost immediately by a TCASII RA directing a climb. Our altitude at time of occurrence was approximately 3000 ft MSL. TCASII indicated his altitude to be 500 ft below ours. We followed TCASII programming and climbed approximately 300 ft. TCASII indicated we were clear of conflict. Completed uneventful landing on runway 16L at jan. Called jan tower after landing. They indicated conflicting traffic had just departed VFR from madison, ms (mbo) and had indicated that he would be departing to the north, but had continued sbound while picking up an IFR clearance.

Title: MLG FLC TOOK EVASIVE ACTION AND CLBED IN RESPONSE TO A TCASII RA DURING A VISUAL APCH OVER THE NDB FAF.
Narrative: ON DSCNT FOR A VISUAL APCH RWY 16L. WE HAD JUST BEEN GIVEN A CLRNC FOR VISUAL APCH BY JACKSON APCH CTL (NO TA'S GIVEN). OVER ALLEN NDB (FAF RWY 16L), WE RECEIVED A TCASII ADVISORY FOLLOWED ALMOST IMMEDIATELY BY A TCASII RA DIRECTING A CLB. OUR ALT AT TIME OF OCCURRENCE WAS APPROX 3000 FT MSL. TCASII INDICATED HIS ALT TO BE 500 FT BELOW OURS. WE FOLLOWED TCASII PROGRAMMING AND CLBED APPROX 300 FT. TCASII INDICATED WE WERE CLR OF CONFLICT. COMPLETED UNEVENTFUL LNDG ON RWY 16L AT JAN. CALLED JAN TWR AFTER LNDG. THEY INDICATED CONFLICTING TFC HAD JUST DEPARTED VFR FROM MADISON, MS (MBO) AND HAD INDICATED THAT HE WOULD BE DEPARTING TO THE N, BUT HAD CONTINUED SBOUND WHILE PICKING UP AN IFR CLRNC.
