Narrative:
My instrument student and I were on the ful localizer approach on an IFR clearance. We were VMC, my student under the hood and on the controls and I had the runway in sight. Tower called traffic over the freeway to the south and I reported traffic in sight. The bell 206 helicopter continued crossing left to right and maintained altitude. We were on the non precision descent profile. I could see we were going to get close to the helicopter but expected him to maneuver below us. But the helicopter maintained course and speed until it was about at our 10 O'clock when I observed it make a large pitch change to descend below us. My student continued on the approach and since I could see that we would not collide, I did not take the controls and take any evasive action. This situation probably developed out of complacency on the part of the controller and the helicopter pilot because that helicopter operates daily out of that field and is given a lot of latitude. It just happened that this one time the helicopter failed to avoid the flow of fixed wing traffic.

Title: NMAC BTWN A PIPER PA28 ON A 1 MI LOC FINAL AND A BELL 206 RANGER HELI TRAVERSING THE FINAL APCH PATH FROM R TO L. THE TWR GAVE A TA AND THE HELI TOOK EVASIVE ACTION BY DSNDING.
Narrative: MY INST STUDENT AND I WERE ON THE FUL LOC APCH ON AN IFR CLRNC. WE WERE VMC, MY STUDENT UNDER THE HOOD AND ON THE CTLS AND I HAD THE RWY IN SIGHT. TWR CALLED TFC OVER THE FREEWAY TO THE S AND I RPTED TFC IN SIGHT. THE BELL 206 HELI CONTINUED XING L TO R AND MAINTAINED ALT. WE WERE ON THE NON PRECISION DSCNT PROFILE. I COULD SEE WE WERE GOING TO GET CLOSE TO THE HELI BUT EXPECTED HIM TO MANEUVER BELOW US. BUT THE HELI MAINTAINED COURSE AND SPD UNTIL IT WAS ABOUT AT OUR 10 O'CLOCK WHEN I OBSERVED IT MAKE A LARGE PITCH CHANGE TO DSND BELOW US. MY STUDENT CONTINUED ON THE APCH AND SINCE I COULD SEE THAT WE WOULD NOT COLLIDE, I DID NOT TAKE THE CTLS AND TAKE ANY EVASIVE ACTION. THIS SIT PROBABLY DEVELOPED OUT OF COMPLACENCY ON THE PART OF THE CTLR AND THE HELI PLT BECAUSE THAT HELI OPERATES DAILY OUT OF THAT FIELD AND IS GIVEN A LOT OF LATITUDE. IT JUST HAPPENED THAT THIS ONE TIME THE HELI FAILED TO AVOID THE FLOW OF FIXED WING TFC.
