Narrative:
We were cleared to taxi to runway 9L at phl. We were wbound on taxiway K. Another aircraft was cleared by tower to cross runway 9L, contact ground on other side. As we passed him, he hollered on ground that he had almost hit us. Ground control confirmed that we had been cleared all the way to runway 9L. We switched to tower, and they asked us about a report that we did not have navigation lights on. As it turned out, somehow we had managed to taxi out with no navigation or beacon lights on. Also, moments before, we had passed an aircraft opposite direction on taxiway K. As a courtesy we had turned off landing lights. As a result, we had passed the next aircraft totally unlit. No wonder he almost hit us. However, other aircraft should not have entered taxiway K until he had talked to ground control. Supplemental information from acn 394716: an air carrier cleared to cross runway 9L from runway 9R stated that he almost hit us.

Title: DURING A NIGHT OP AN LR35 WAS CLRED TO TAXI TO RWY 9L. A LNDG ACR OFF RWY 9R WAS CLRED TO CROSS RWY 9L 'AND CONTACT GND ON THE OTHER SIDE.' THE LR35 DID NOT HAVE ANY LIGHTS ON AT ALL AND THE TAXIING ACR ALMOST HIT HIM AS HE ENTERED THE PARALLEL TXWY K.
Narrative: WE WERE CLRED TO TAXI TO RWY 9L AT PHL. WE WERE WBOUND ON TXWY K. ANOTHER ACFT WAS CLRED BY TWR TO CROSS RWY 9L, CONTACT GND ON OTHER SIDE. AS WE PASSED HIM, HE HOLLERED ON GND THAT HE HAD ALMOST HIT US. GND CTL CONFIRMED THAT WE HAD BEEN CLRED ALL THE WAY TO RWY 9L. WE SWITCHED TO TWR, AND THEY ASKED US ABOUT A RPT THAT WE DID NOT HAVE NAV LIGHTS ON. AS IT TURNED OUT, SOMEHOW WE HAD MANAGED TO TAXI OUT WITH NO NAV OR BEACON LIGHTS ON. ALSO, MOMENTS BEFORE, WE HAD PASSED AN ACFT OPPOSITE DIRECTION ON TXWY K. AS A COURTESY WE HAD TURNED OFF LNDG LIGHTS. AS A RESULT, WE HAD PASSED THE NEXT ACFT TOTALLY UNLIT. NO WONDER HE ALMOST HIT US. HOWEVER, OTHER ACFT SHOULD NOT HAVE ENTERED TXWY K UNTIL HE HAD TALKED TO GND CTL. SUPPLEMENTAL INFO FROM ACN 394716: AN ACR CLRED TO CROSS RWY 9L FROM RWY 9R STATED THAT HE ALMOST HIT US.
