Narrative:

Training on radar, busy. Called for tracker. Trainee attempted to amend altitude on air carrier X to 12000 ft. Didn't get readback. Tracker on handoff line. Radar associate was doing manual side duties and radar trainer missed the no reply. Discovered at center and approach control's boundary at inbound fix. Busy and complex, called for tracker too late. Trainee too far behind and trainer should have taken over.

Title: AN ARTCC RADAR CTLR TRNEE ISSUED A REVISED DSCNT ALT FROM 11000 FT TO 12000 FT TO A COMMUTER ACFT DUE TO TFC AT 11000 FT. THE PLT DID NOT RECEIVE THE CLRNC NOR ACKNOWLEDGE THE CTLR, AND DSNDED TO AN OCCUPIED ALT. THE INSTRUCTOR CTLR DID NOT CATCH THE LACK OF A READBACK FROM THE PLT.
