Narrative:
While holding short of runway 9 in svmi awaiting takeoff clearance, we received and read back the clearance 'line up and hold.' as we crossed the hold line, the tower told us that the clearance was 'after landing traffic, line up and hold.' I stopped the aircraft over the hold line, but short of the runway. This precipitated a go around of a landing ATR42. I then received a takeoff clearance and the flight proceeded without further incident. Supplemental information from acn 609624: traffic was on approximately 3 mi final with other traffic clearing the runway. The tower in broken english told us about arriving traffic and to line up and wait. I read the line up and waited back. The controller was quite upset and seemed to scold us a couple more times that he wanted us to wait until after the traffic had landed to line up and wait. The tower should not have told us anything. I don't know if the part about after the aircraft on final lands was garbled, stepped on, or controller had a heavy accent.

Title: B737 FLT CREW ACKNOWLEDGE A SVMI LCL CTLR CLRNC INCORRECTLY. CTLR OBSERVES RWY INCUR AND SENDS LNDG TFC AROUND.
Narrative: WHILE HOLDING SHORT OF RWY 9 IN SVMI AWAITING TKOF CLRNC, WE RECEIVED AND READ BACK THE CLRNC 'LINE UP AND HOLD.' AS WE CROSSED THE HOLD LINE, THE TWR TOLD US THAT THE CLRNC WAS 'AFTER LNDG TFC, LINE UP AND HOLD.' I STOPPED THE ACFT OVER THE HOLD LINE, BUT SHORT OF THE RWY. THIS PRECIPITATED A GAR OF A LNDG ATR42. I THEN RECEIVED A TKOF CLRNC AND THE FLT PROCEEDED WITHOUT FURTHER INCIDENT. SUPPLEMENTAL INFO FROM ACN 609624: TFC WAS ON APPROX 3 MI FINAL WITH OTHER TFC CLRING THE RWY. THE TWR IN BROKEN ENGLISH TOLD US ABOUT ARRIVING TFC AND TO LINE UP AND WAIT. I READ THE LINE UP AND WAITED BACK. THE CTLR WAS QUITE UPSET AND SEEMED TO SCOLD US A COUPLE MORE TIMES THAT HE WANTED US TO WAIT UNTIL AFTER THE TFC HAD LANDED TO LINE UP AND WAIT. THE TWR SHOULD NOT HAVE TOLD US ANYTHING. I DON'T KNOW IF THE PART ABOUT AFTER THE ACFT ON FINAL LANDS WAS GARBLED, STEPPED ON, OR CTLR HAD A HVY ACCENT.
