Narrative:

We failed to make a crossing restr of 20 mi northwest maize at 11000 ft, 250 KTS. I was looking at iiu VOR and intending on 20 mi northwest of iiu instead of 50 mi from iiu and 20 mi from maize. I was the PF. We were coming in from a 1 week international trip from tokyo to anc and I was tired. We were probably 15000 ft at 35 DME when the controller asked us if we were going to make the restr. We told him we couldn't make it and he said we need to let him know if we are unable to make a restr. I'm not putting any blame on the controller, but if he would have noticed a little sooner we would have made it. That is if he had the resources to alert him, like a computer program, given this rate of descent and at this speed the given aircraft will not be able to do what is required.

Title: FLC OF A B747 FAILED TO MAKE A XING RESTR DURING DSCNT. ARTCC CTLR INTERVENED AND ASKED IF THEY WERE GOING TO MAKE IT. WHEN THEY SAID NO, THE CTLR SAID THAT THEY SHOULD LET THEM KNOW WHEN A RESTR CANNOT BE MADE.

Narrative: WE FAILED TO MAKE A XING RESTR OF 20 MI NW MAIZE AT 11000 FT, 250 KTS. I WAS LOOKING AT IIU VOR AND INTENDING ON 20 MI NW OF IIU INSTEAD OF 50 MI FROM IIU AND 20 MI FROM MAIZE. I WAS THE PF. WE WERE COMING IN FROM A 1 WK INTL TRIP FROM TOKYO TO ANC AND I WAS TIRED. WE WERE PROBABLY 15000 FT AT 35 DME WHEN THE CTLR ASKED US IF WE WERE GOING TO MAKE THE RESTR. WE TOLD HIM WE COULDN'T MAKE IT AND HE SAID WE NEED TO LET HIM KNOW IF WE ARE UNABLE TO MAKE A RESTR. I'M NOT PUTTING ANY BLAME ON THE CTLR, BUT IF HE WOULD HAVE NOTICED A LITTLE SOONER WE WOULD HAVE MADE IT. THAT IS IF HE HAD THE RESOURCES TO ALERT HIM, LIKE A COMPUTER PROGRAM, GIVEN THIS RATE OF DSCNT AND AT THIS SPD THE GIVEN ACFT WILL NOT BE ABLE TO DO WHAT IS REQUIRED.
