Narrative:
Given crossing restr (intersection) depicted on STAR, but primary NAVAID DME OTS. Because assigned altitude was at 8000 ft, we were 10000 ft, slowing, and advised would be unable to make intersection. Was advised to maintain 8000 ft and disregard intersection.

Title: FLC OF A B737 FAILED TO DSND IN TIME TO MAKE A XING RESTR. ATC LIFTED THE RESTR AFTER CREW ADVISED THAT THEY WOULD BE UNABLE TO COMPLY BECAUE THE GND DME NAVAID WAS OTS AND THEY WERE TOO HIGH.
