Narrative:
Air carrier X B737 was on a 5 mi final at 4000 ft. Pilot asked if he was cleared for approach. I asked the pilot if he could make it. His reply was I think so. I cleared the air carrier X for a visual approach. The air carrier X was in the clouds. I then cleared the air carrier X for the ILS. After 1 min the air carrier X advised missed approach. I observed traffic off sfo nebound on a conflicting heading. I climbed air carrier X to 3000 ft with a right turn heading 040 degrees. Small transport Y departed oak climbing to 2000 ft. The aircraft passed within 600 ft. When small transport Y departed it was committed with air carrier X already in the turn.

Title: APCH CTLR TURNED AN ACR B737 ON A MISSED APCH TO RWY 29 AT OAK TO A 040 DEG HDG TO MISS DEP TFC OFF THE SFO ARPT AND INTO THE DEP PATH OF A C500 OFF RWY 27 AT OAK. LTSS OCCURRED APPROX 1-2 NM FROM THE OAK ARPT.

I CLBED ACR X TO 3000 FT WITH A R TURN HDG 040 DEGS. SMT Y DEPARTED OAK CLBING TO 2000 FT. THE ACFT PASSED WITHIN 600 FT. WHEN SMT Y DEPARTED IT WAS COMMITTED WITH ACR X ALREADY IN THE TURN.
