Narrative:
Air carrier mechanic YYY and inspector WWW completed repair for a crack in aircraft xyz. This was a repair directed by job card and srm, mar/xx/93. A non flush patch was installed on aircraft as per work instructions. Patch was previously made up, area was checked for cracks and ok to install by inspector. 3 yrs later, has an illegal repair due to changes in srm. Heavy maintenance mechanic repaired the crack in aircraft xyz per srm's and job card made available to them as of sep/xx/98. Callback conversation with reporter revealed the following information: the reporter stated the sheet metal repair was a non flush type patch to the right nose area ahead of the stall warning vane of a fokker 100. The repair was accomplished per the structural repair manual in mar/93. The reporter said it was discovered recently in the revised structural repair manual dated mar/96 that any non flush patch located within 500 millimeters of the stall warning vane must be replaced with a flush patch.

Title: A FOKKER 100 HAD A NON FLUSH REPAIR ON THE FORWARD R FUSELAGE FORWARD OF THE STALL WARNING VANE ACCOMPLISHED PER THE STRUCTURAL REPAIR MANUAL IN 1993. WAS FOUND IN A REVISED STRUCTURAL REPAIR MANUAL IN 1996 TO BE AN UNAPPROVED REPAIR.
Narrative: ACR MECH YYY AND INSPECTOR WWW COMPLETED REPAIR FOR A CRACK IN ACFT XYZ. THIS WAS A REPAIR DIRECTED BY JOB CARD AND SRM, MAR/XX/93. A NON FLUSH PATCH WAS INSTALLED ON ACFT AS PER WORK INSTRUCTIONS. PATCH WAS PREVIOUSLY MADE UP, AREA WAS CHKED FOR CRACKS AND OK TO INSTALL BY INSPECTOR. 3 YRS LATER, HAS AN ILLEGAL REPAIR DUE TO CHANGES IN SRM. HVY MAINT MECH REPAIRED THE CRACK IN ACFT XYZ PER SRM'S AND JOB CARD MADE AVAILABLE TO THEM AS OF SEP/XX/98.
