Narrative:
Working east departure, training on west departure. Developmental gave me aircraft X, PA28, over the top at 4000 ft landing greenwood (hfy). Said tower had pointout. Aircraft came over to me looking for hfy. Departure off of runway 32 climbing to 3000 ft was air carrier Y, PA28, descended to 3500 ft. Said he had airport and air carrier Y in sight. I don't know if PA28 busted altitude or developmental descended aircraft X to 3000 ft.
