Narrative:

VOR navigation error. Flying border 4 departure from san, cleared direct pgy and resume border departure. First officer flying inbound to pgy apparently forgot to set 069 degree radial on station passage. Heading approximately 080 degrees. I was on ipl 250 degree radial to monitor next station inbound. At pgy 069 degree radial, 15 mi, ZLA issued a 050 degree vector. I inquired if vector was for traffic and center replied it was for separation from tijuana airspace. My course deviation never reached 1 DOT south of course when this exchange with the center highlighted our navigation error. Controller indicated no problem with this minor deviation. However, the situation points up the need for very precise navigation and no southerly deviation on this departure.

CTLR INDICATED NO PROB WITH THIS MINOR DEV. HOWEVER, THE SIT POINTS UP THE NEED FOR VERY PRECISE NAV AND NO SOUTHERLY DEV ON THIS DEP.
