Narrative:
VOR navigation error. Flying border 4 departure from san, cleared direct pgy and resume border departure. First officer flying inbound to pgy apparently forgot to set 069 degree radial on station passage. Heading approximately 080 degrees. I was on ipl 250 degree radial to monitor next station inbound. At pgy 069 degree radial, 15 mi, ZLA issued a 050 degree vector. I inquired if vector was for traffic and center replied it was for separation from tijuana airspace. My course deviation never reached 1 DOT south of course when this exchange with the center highlighted our navigation error. Controller indicated no problem with this minor deviation. However, the situation points up the need for very precise navigation and no southerly deviation on this departure.
Original NASA ASRS Text
Title: MD80 FO DID NOT MAKE TURN TO FOLLOW THE SID. CTR CTLR ISSUED VECTOR TO KEEP ACFT OUT OF FOREIGN AIRSPACE.
Narrative: VOR NAV ERROR. FLYING BORDER 4 DEP FROM SAN, CLRED DIRECT PGY AND RESUME BORDER DEP. FO FLYING INBOUND TO PGY APPARENTLY FORGOT TO SET 069 DEG RADIAL ON STATION PASSAGE. HDG APPROX 080 DEGS. I WAS ON IPL 250 DEG RADIAL TO MONITOR NEXT STATION INBOUND. AT PGY 069 DEG RADIAL, 15 MI, ZLA ISSUED A 050 DEG VECTOR. I INQUIRED IF VECTOR WAS FOR TFC AND CTR REPLIED IT WAS FOR SEPARATION FROM TIJUANA AIRSPACE. MY COURSE DEV NEVER REACHED 1 DOT S OF COURSE WHEN THIS EXCHANGE WITH THE CTR HIGHLIGHTED OUR NAV ERROR. CTLR INDICATED NO PROB WITH THIS MINOR DEV. HOWEVER, THE SIT POINTS UP THE NEED FOR VERY PRECISE NAV AND NO SOUTHERLY DEV ON THIS DEP.
