Narrative:
I had just completed a flight and landed at adams field in little rock, ar. I left the active runway and picked up ground control who advised me to taxi to the ramp. Runway 18/36, the runway to cross, was under construction. After receiving clearance to taxi to the ramp, I heard no other transmission on the radio. I crossed the runway and observed another aircraft taxiing on the taxiway on the other side of the inactive runway. He called ground control and stated 'I will just wait for this aircraft.' I heard nothing from ground control. Just prior to this incident, ground had me give them a '5 count' to check his radio. I did so and heard him loud and clear. He thanked me and stated, 'one of our radios was out.' there was nothing close or anything near being dangerous, but I feel that the controller was still trying to use his bad radio.

Title: C414 ENCOUNTERS TAXI CONFLICT WITH A C421 DUE TO FAULTY ATC RADIO AT LIT.
Narrative: I HAD JUST COMPLETED A FLT AND LANDED AT ADAMS FIELD IN LITTLE ROCK, AR. I LEFT THE ACTIVE RWY AND PICKED UP GND CTL WHO ADVISED ME TO TAXI TO THE RAMP. RWY 18/36, THE RWY TO CROSS, WAS UNDER CONSTRUCTION. AFTER RECEIVING CLRNC TO TAXI TO THE RAMP, I HEARD NO OTHER XMISSION ON THE RADIO. I CROSSED THE RWY AND OBSERVED ANOTHER ACFT TAXIING ON THE TXWY ON THE OTHER SIDE OF THE INACTIVE RWY. HE CALLED GND CTL AND STATED 'I WILL JUST WAIT FOR THIS ACFT.' I HEARD NOTHING FROM GND CTL. JUST PRIOR TO THIS INCIDENT, GND HAD ME GIVE THEM A '5 COUNT' TO CHK HIS RADIO. I DID SO AND HEARD HIM LOUD AND CLR. HE THANKED ME AND STATED, 'ONE OF OUR RADIOS WAS OUT.' THERE WAS NOTHING CLOSE OR ANYTHING NEAR BEING DANGEROUS, BUT I FEEL THAT THE CTLR WAS STILL TRYING TO USE HIS BAD RADIO.
