Narrative:
I received a departure clearance from clearance delivery for a VFR flight (part 91) to kingman, az. I then called ground control for a taxi clearance. He cleared me to taxi to runway 19R. The controller asked me to read back my runway assignment and I confirmed, 'taxiing to runway 19R.' as I approached the approach end of runway 19R, I requested takeoff clearance. The tower controller cleared me to 'cross runway 19R and taxi into position and hold runway 19L.' I read back this clearance and complied. I was in position on runway 19L for about 1 min. I was then 'cleared for takeoff runway 19L, caution wake turbulence from departing aircraft runway 25.' I read back my takeoff clearance as 'roger, cleared for takeoff runway 19L.' on takeoff roll, at about rotation, I observed apparent aircraft movement to the left of runway 19L at an intersection directly in front of me. As I continued my climb over that intersection, I observed a taxiing aircraft completing his movement across runway 19L. I informed the tower controller and he gave me a phone number to call and told me to 'turn to a heading of 175 degrees and contact departure,' which I did. No evasive action was taken (or necessary) on my part to avoid the intrusion. It is my guess that I passed over that intersection at about 200-400 ft.

Title: ACFT #1 (ACFT X) WAS CLRED FOR TKOF ON RWY 19L. AT THE SAME TIME ACFT #2 (ACFT Y) WAS ALLOWED TO TAXI ACROSS RWY 19L. THIS ACTION RESULTED IN AN NMAC BEING FILED.
