Narrative:
Departed anc at XA40Z with a flap disagreement problem. Accomplished flap disagreement checklist. Dumped 93000 pounds of fuel. Emergency was declared and returned back to anc airport. Takeoff weight 550000 pounds. Landing weight 460000 pounds. A flight safety report was filed and turned in to chief pilot. Maintenance repaired the aircraft. To my understanding, company considered this as a maintenance delay. Callback conversation with reporter revealed the following information: the reporter stated the flap disagreement procedures were followed and fuel was dumped to allow landing on a snow covered runway with marginal braking. The reporter said the maintenance action taken was the replacement of a flap position sensor.
Original NASA ASRS Text
Title: AN MD11 ON INITIAL CLB AT 3000 FT DECLARED AN EMER AND DIVERTED DUE TO A FLAP DISAGREEMENT WARNING. DUMPED FUEL AND LANDED UNEVENTFULLY.
Narrative: DEPARTED ANC AT XA40Z WITH A FLAP DISAGREEMENT PROB. ACCOMPLISHED FLAP DISAGREEMENT CHKLIST. DUMPED 93000 LBS OF FUEL. EMER WAS DECLARED AND RETURNED BACK TO ANC ARPT. TKOF WT 550000 LBS. LNDG WT 460000 LBS. A FLT SAFETY RPT WAS FILED AND TURNED IN TO CHIEF PLT. MAINT REPAIRED THE ACFT. TO MY UNDERSTANDING, COMPANY CONSIDERED THIS AS A MAINT DELAY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE FLAP DISAGREEMENT PROCS WERE FOLLOWED AND FUEL WAS DUMPED TO ALLOW LNDG ON A SNOW COVERED RWY WITH MARGINAL BRAKING. THE RPTR SAID THE MAINT ACTION TAKEN WAS THE REPLACEMENT OF A FLAP POS SENSOR.
