Narrative:
Climbing 270 degrees out of ord, at approximately 14000 ft, we saw, on TCASII, traffic below and climbing at our 2 O'clock position. We were climbing at less than 1000 FPM to increase speed from previous ATC assigned restr. Just as I was reaching to increase autoplt climb rate, ATC called us to 'increase rate through 16000 ft.' at that point we got TCASII RA 'descend' command. We started descent and told ATC we were descending with a TCASII RA. Traffic was still below us and now about 2 NM. ATC told the beechcraft traffic to descend. Our descend RA quickly changed to a climb RA, which we followed. We passed 400 ft over the traffic. We don't know if the beech had TCASII. Contributing to this event was ATC's late call of traffic, which was clearly on a conflicting course and at an altitude very near to ours. Also, it didn't help, and possibly worsened the situation, when ATC gave the beech a descend clearance after we told them we were descending.

Title: DC10 HAD AN NMAC ON DEP FROM ORD.
Narrative: CLBING 270 DEGS OUT OF ORD, AT APPROX 14000 FT, WE SAW, ON TCASII, TFC BELOW AND CLBING AT OUR 2 O'CLOCK POS. WE WERE CLBING AT LESS THAN 1000 FPM TO INCREASE SPD FROM PREVIOUS ATC ASSIGNED RESTR. JUST AS I WAS REACHING TO INCREASE AUTOPLT CLB RATE, ATC CALLED US TO 'INCREASE RATE THROUGH 16000 FT.' AT THAT POINT WE GOT TCASII RA 'DSND' COMMAND. WE STARTED DSCNT AND TOLD ATC WE WERE DSNDING WITH A TCASII RA. TFC WAS STILL BELOW US AND NOW ABOUT 2 NM. ATC TOLD THE BEECHCRAFT TFC TO DSND. OUR DSND RA QUICKLY CHANGED TO A CLB RA, WHICH WE FOLLOWED. WE PASSED 400 FT OVER THE TFC. WE DON'T KNOW IF THE BEECH HAD TCASII. CONTRIBUTING TO THIS EVENT WAS ATC'S LATE CALL OF TFC, WHICH WAS CLRLY ON A CONFLICTING COURSE AND AT AN ALT VERY NEAR TO OURS. ALSO, IT DIDN'T HELP, AND POSSIBLY WORSENED THE SIT, WHEN ATC GAVE THE BEECH A DSND CLRNC AFTER WE TOLD THEM WE WERE DSNDING.
