Narrative:
Aircraft climbed into other after taking over 3 mins to turn onto preferential routing. Supplemental information from acn 422007: aircraft X swbound at FL290 was given clearance to climb to FL330. The radar controller believed aircraft X was on course as per his flight strip said direct ric. Aircraft Y was not a factor. 2 1/2 mins later, aircraft X was observed sbound and in conflict with aircraft Y. Aircraft X had made an approximately 30 degree turn without the controller's knowledge. A left turn was issued to aircraft X. Conflict alert activated then at 10 mi. Another turn was issued to aircraft X. Separation was lost. After the error, it was found that the previous sector had cleared aircraft X and preferential routing to ric, which would mean aircraft X would turn south 20-30 degrees for the hvq VORTAC. It's been shown aircraft X took approximately 3 mins before he turned to hvq.

Title: C550 DOES NOT MAKE AN EXPECTED TURN ON COURSE AND CLBS AS CLRED. ARTCC RADAR CTLRS DO NOT OBSERVE SIT UNTIL CONFLICT ALERT ACTIVATES. CTL ACTIONS INSUFFICIENT TO MAINTAIN SEPARATION WITH ACR JET.
Narrative: ACFT CLBED INTO OTHER AFTER TAKING OVER 3 MINS TO TURN ONTO PREFERENTIAL ROUTING. SUPPLEMENTAL INFO FROM ACN 422007: ACFT X SWBOUND AT FL290 WAS GIVEN CLRNC TO CLB TO FL330. THE RADAR CTLR BELIEVED ACFT X WAS ON COURSE AS PER HIS FLT STRIP SAID DIRECT RIC. ACFT Y WAS NOT A FACTOR. 2 1/2 MINS LATER, ACFT X WAS OBSERVED SBOUND AND IN CONFLICT WITH ACFT Y. ACFT X HAD MADE AN APPROX 30 DEG TURN WITHOUT THE CTLR'S KNOWLEDGE. A L TURN WAS ISSUED TO ACFT X. CONFLICT ALERT ACTIVATED THEN AT 10 MI. ANOTHER TURN WAS ISSUED TO ACFT X. SEPARATION WAS LOST.
