Narrative:
While cruising straight and level, a twin engine airplane came up beside me. I turned away from him only to have him come back beside me and stay there for several mins. He then moved away from me and flew on my same course and altitude for several more mins. I did not get the n-number nor have any radio contact with this airplane. I feel this was way too close for safety and there was intent of the other pilot to fly this close. I ignored the other plane as much as possible in the hope that he would go away. After he left I continued on without any further encounter. Through advice of a friend, I am sending you this form. I also called flight service after I landed in napa. They said I could call GADO and ZLA, which I intend to do. Callback conversation with reporter revealed the following information: reporter stated that he believed that he was outside of the nearby restr areas, but did not know that there was an instruction on the VFR sectional chart to contact a controling facility, with frequency, before entering the MOA. He did not know that he was flying low in a very sensitive area. He had heard nothing regarding this flight since the occurrence. He further stated that the other aircraft at no time caused a possible collision with his aircraft. He was flying a C185.

Title: PLT OF A C185 OBSERVED A TWIN ENG ACFT FLY ALONGSIDE FOR SEVERAL MINS AS AN UNWANTED FORMATION FLT INCIDENT.
Narrative: WHILE CRUISING STRAIGHT AND LEVEL, A TWIN ENG AIRPLANE CAME UP BESIDE ME. I TURNED AWAY FROM HIM ONLY TO HAVE HIM COME BACK BESIDE ME AND STAY THERE FOR SEVERAL MINS. HE THEN MOVED AWAY FROM ME AND FLEW ON MY SAME COURSE AND ALT FOR SEVERAL MORE MINS. I DID NOT GET THE N-NUMBER NOR HAVE ANY RADIO CONTACT WITH THIS AIRPLANE. I FEEL THIS WAS WAY TOO CLOSE FOR SAFETY AND THERE WAS INTENT OF THE OTHER PLT TO FLY THIS CLOSE. I IGNORED THE OTHER PLANE AS MUCH AS POSSIBLE IN THE HOPE THAT HE WOULD GO AWAY. AFTER HE LEFT I CONTINUED ON WITHOUT ANY FURTHER ENCOUNTER. THROUGH ADVICE OF A FRIEND, I AM SENDING YOU THIS FORM. I ALSO CALLED FLT SVC AFTER I LANDED IN NAPA. THEY SAID I COULD CALL GADO AND ZLA, WHICH I INTEND TO DO. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE BELIEVED THAT HE WAS OUTSIDE OF THE NEARBY RESTR AREAS, BUT DID NOT KNOW THAT THERE WAS AN INSTRUCTION ON THE VFR SECTIONAL CHART TO CONTACT A CTLING FACILITY, WITH FREQ, BEFORE ENTERING THE MOA. HE DID NOT KNOW THAT HE WAS FLYING LOW IN A VERY SENSITIVE AREA. HE HAD HEARD NOTHING REGARDING THIS FLT SINCE THE OCCURRENCE. HE FURTHER STATED THAT THE OTHER ACFT AT NO TIME CAUSED A POSSIBLE COLLISION WITH HIS ACFT. HE WAS FLYING A C185.
