Narrative:
Flight was dispatched in error to quito, ecuador due to qms VOR being inoperative in violation of the operations specifications. Supplemental information from acn 433840: we departed mariscal surce international, quito, ecuador (sequ) with the monjas sur VOR OTS. The airline's departure page discusses the navigation requirements of qms VOR being operational for engine out procedures with the exception of the B737-700/800 with operable FMS. A technical clarification with the flight operations manual is needed for use of the FMS/GPS for such a procedure.

Title: AN ACR TWIN ENG TURBOJET FLC WAS DISPATCHED TO A FOREIGN ARPT AGAINST THEIR OPS SPECS BECAUSE A REQUIRED TERMINAL VORTAC WAS OTS.
Narrative: FLT WAS DISPATCHED IN ERROR TO QUITO, ECUADOR DUE TO QMS VOR BEING INOP IN VIOLATION OF THE OPS SPECS.
