Narrative:
Flying level at 5000 ft on a vector heading parallel to the shoreline en route from lax to sna, a VFR target, 1-2 O'clock at 4500 ft, 3-5 mi range is alerted on TCASII. The traffic begins to climb, and is moving from right to left. At the 1-2 mi range on TCASII, visual contact was made which confirmed location of aircraft. My judgement told me that we were on a collision course with the intruder aircraft, and that evasive maneuvering would be required. Since the other aircraft was confirmed to be moving from right to left and had reached our altitude of 5000 ft (now at 12 O'clock) I immediately executed a 'see and avoid' maneuver by banking into a 45 degree turn to the right, which took us 1 mi behind to other aircraft. 1/2 way through our turn, ATC issued a traffic alert and also said 'I see you are turning without clearance.' after rolling out of our turn, I responded by telling ATC we had to take evasive action to avoid another aircraft.

Title: E120 PLT AVOIDS NMAC NEAR LGB.
Narrative: FLYING LEVEL AT 5000 FT ON A VECTOR HDG PARALLEL TO THE SHORELINE ENRTE FROM LAX TO SNA, A VFR TARGET, 1-2 O'CLOCK AT 4500 FT, 3-5 MI RANGE IS ALERTED ON TCASII. THE TFC BEGINS TO CLB, AND IS MOVING FROM R TO L. AT THE 1-2 MI RANGE ON TCASII, VISUAL CONTACT WAS MADE WHICH CONFIRMED LOCATION OF ACFT. MY JUDGEMENT TOLD ME THAT WE WERE ON A COLLISION COURSE WITH THE INTRUDER ACFT, AND THAT EVASIVE MANEUVERING WOULD BE REQUIRED.
