Narrative:

Departed lax to smf and on climb out and talking to socal we were given a heading for the gorman departure. Socal cleared us to 15000 ft and on the climb out we were told to stop at 12000 ft for a G4 that was descending VFR. We were solid IFR and light rain at the time. Socal noticed he was still descending and told us to stop our climb immediately and we stopped around 11100 ft to 11200 ft. The G4 was still descending on top of us. At that time we got an RA to climb at 2000 FPM and started to climb. After we cleared him we asked socal about him and how close we were and we were told about 200 ft and on their screen we merged. As our TCASII showed a merge plot it was still showing a climb. An asi inspector was giving us an en route and said that was the closest he's ever been.

Title: NMAC ACR AND INTRUDER ACFT GIV NEAR GMN.

Narrative: DEPARTED LAX TO SMF AND ON CLBOUT AND TALKING TO SOCAL WE WERE GIVEN A HDG FOR THE GORMAN DEP. SOCAL CLRED US TO 15000 FT AND ON THE CLBOUT WE WERE TOLD TO STOP AT 12000 FT FOR A G4 THAT WAS DSNDING VFR. WE WERE SOLID IFR AND LIGHT RAIN AT THE TIME. SOCAL NOTICED HE WAS STILL DSNDING AND TOLD US TO STOP OUR CLB IMMEDIATELY AND WE STOPPED AROUND 11100 FT TO 11200 FT. THE G4 WAS STILL DSNDING ON TOP OF US. AT THAT TIME WE GOT AN RA TO CLB AT 2000 FPM AND STARTED TO CLB. AFTER WE CLRED HIM WE ASKED SOCAL ABOUT HIM AND HOW CLOSE WE WERE AND WE WERE TOLD ABOUT 200 FT AND ON THEIR SCREEN WE MERGED. AS OUR TCASII SHOWED A MERGE PLOT IT WAS STILL SHOWING A CLB. AN ASI INSPECTOR WAS GIVING US AN ENRTE AND SAID THAT WAS THE CLOSEST HE'S EVER BEEN.
